So your PC is in the low end with a GTX 1060 or RTX 2060. Then you should try this. Set your graphics setting under performance to hige (!) (or medium), got to advanced and set Textures to Medium. It will help a lot on frame rate and really does not look bad at all.
Even on Low fidelity valve sets the textures to high, and my frames dropped substantially in some sequences. Setting them to medium fixed everything.

Update: Update om Steams trubbleshooting page: “Note that Texture Quality is independent of overall fidelity, so you can try the same process but with texture quality. Try setting them to “Low” and then working your way back up. The Texture Quality setting can be adjusted in Advanced Performance Settings, by selecting the gear icon in the lower left corner of the Performance settings page” –
Then why hide texture Quality in advanced?!
